Tallinn---Estonia's governing Reform party won parliamentary elections Sunday fought amid concerns over a militarily resurgent Russia, official results showed.
President Toomas Hendrik Ilves was expected to ask Reform chief, outgoing Prime Minister Taavi Roivas, to form a coalition with his 30 seats in the 101-member parliament.
