Cabinet nod to draft law on sports clubs

Doha: The Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani yesterday chaired the Cabinet’s regular meeting at the Emiri Diwan.
The Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah bin Zaid Al Mahmoud said the Cabinet approved a draft law on regulating sports clubs, and forwarded it to the Advisory Council.
Under the draft law, the establishment of a sports club or its relocation is not allowed without a licence. The Minister of Youth and Sports should issue the licence.
The club should have a president and vice-president elected by its members for four-year renewable terms. 
The president has to manage the club’s affairs according to the ministry’s plan and will be responsible to the general assembly for the club’s performance. The club should also have a general manager to be appointed by the president.
The Cabinet endorsed two draft laws regulating private schools and educational services and decided to refer them to the Shura Council.
The first draft law includes licensing procedures, work and study system and investigation and disciplinary accountability.
The Supreme Council of Education (SEC) has the power to investigate any licensees or employees of private schools in case of complaints or violations.
Once the law takes effect, private schools should adjust their positions in accordance with its provisions within one year, and the Minister may extend the deadline for another similar period.
Under the second draft law, provisions of the law are applicable to educational services, including education or training provided in the areas of language, computer, secretariat, accounting and administrative work, and not applicable to educational services provided by the government and non-governmental agencies for their workers.
It also includes licensing procedures, work system at educational centres and regularisation of positions of practitioners of educational services in accordance with the law within six months of its coming into force. The Minister has the right to extend the deadline for another similar period.
The Cabinet then approved its draft decision amending regulation of some administrative units at the Ministry of Culture, Arts and Heritage and set its terms of reference.
It also approved a draft decision of the Minister of Culture, Arts and Heritage to establish sections in the administrative units and set its terms of reference.
An International Cooperation Department will be added to administrative units affiliated to the Minister. It will prepare working papers for conferences, seminars and local, regional and international meetings, and take part in conferences and meetings held by regional and international organisations. 
A Department of Visual Arts will also be added to the administrative units of the Under-Secretary. It will develop plans relating to technical aspects of visual arts and organise educational programmes, training and workshops on contemporary and traditional visual arts.
The draft decision also includes provisions for the establishment of sections at the administrative units and set its terms of reference.
