Paris--Talks on the Ukraine conflict between the leaders of Russia, Germany and France were "constructive and substantial" and a plan is being drawn up to implement a previous peace accord, a French official said Friday.
"Work is now being done on a document... on the implementation of the Minsk agreement," the official said, confirming what Putin's spokesman had said earlier.
