QC e-system to issue country of origin certificates

DOHA: Qatar Chamber (QC) has launched the online system to issue electronic country of origin certificates for private companies from its website, easing procedures for its members.
QC said it aims to limit manual transactions in the future and to digitise all procedures. It has urged all companies to register in the service so as to save time and effort.
Al Anoud Zayed Al Mohannadi (pictured), Acting Head of the Member Affairs Department, said despite the seminars held by the Chamber to brief the businesses on the service, the beneficiaries of this service remain below expectation.
The new system is clear and easy to use through a simple set of steps that include downloading the form and filling it along with the signature of the business owner before submitting it to the Chamber. The business owner will then receive a message on their mobile phone that includes a password to access the service. Users must read carefully the requirements for issuing Country of Origin Certificate, she said.
Regarding the number of companies subscribed to get this service, Al Anoud said unfortunately the number is very low. She requested all members of the Chamber to take benefit of this service through the website as the Chamber is planning to reduce paperwork. Gradually the Chamber aims to move towards paperless services. Regarding future project, Al Mohannadi said the Chamber is currently working on ‘ATA CARNET’ which is a temporary card saving system. 
She added the Chamber had organised an introductory seminars and a number of training workshop on ‘How to obtain certificates of origin electronically’ in the presence of a number of representatives of companies who have applied to subscribe to the service, where they were to provided practical training starting from filling the form to taking final print out.
