Ministerial group to monitor major projects

Doha: The Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani yesterday chaired the weekly Cabinet meeting at the Emiri Diwan.
The Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah bin Zaid Al Mahmoud said the session approved a draft law amending some provisions of Decree Law No. 29 of 1966 on regulating the ports, and referred it to the Advisory Council.
Under the amendment, goods and containers that remain in stores and yards of the ports for two months from the date of arrival without being withdrawn or for one month from the date of entry into the ports without being exported will be auctioned in accordance with regulations established by a decision of the Minister of Transport.
The Cabinet also approved a draft Emiri decision annulling the deputy ruler’s decision No. 5 of 1969 on organising auctions for  unclaimed goods.
It endorsed the Premier’s draft decisions on the formation of a ministerial group for coordination and follow-up of projects of strategic importance and the formation of a ministerial group for regulating allocation and reclamation of new lands.
It approved the Premier’s draft decision on forming a ministerial group for encouraging and partnering with the private sector in economic development projects.
The session ratified the draft decision of the Central Municipal Council on issuing its regulations and rules, covering provisions relating to its divisions, including its presidency, bureau, committees and general secretariat as well as its powers, meetings, requests and proposals on public issues under its jurisdiction.
The regulations also cover voting on issues on the agenda and the council’s budget. They stipulate that statements of the council are secret and can’t be published without the permission of its chairman.
The Cabinet approved a proposal by the Ministry of Development Planning and Statistics on carrying out the general census of population, houses and establishments for 2015.
The census aims to measure demographic changes of the population based on gender, age and families, identify highly populated areas based on nationality, gender, age and other variables, and learn how these areas are linked by location based on municipalities, regions and other geographic, functional or planning classifications.
The census also aims to identify changes in housing conditions, buildings, and business establishments and their economic activities.
It aims to build modern statistical frameworks for sample family surveys related to the workforce, economic activities, health and education among others.
The Cabinet ratified a draft decision by the director-general of Qatar News Agency on establishing divisions in its administrative units and assigning tasks.
The meeting ratified a draft memorandum of understanding (MoU) on implementation of initiatives between the Supreme Committee of Delivery and Legacy and Qatar Tourism Authority.
It approved the hosting of the fourth meeting of the Qatar-Italy Joint Committee on January 28 and 29.
The Cabinet took measures to ratify a MoU on training diplomats between the Diplomatic Institute at Qatari Foreign Ministry and Saud Al Nasser Al Sabah Diplomatic Institute at Kuwait’s Foreign Ministry.
It ratified an agreement between Qatar and Kuwait on providing facilities for the residency of diplomatic missions and a protocol on amending the agreement.
