Education Ministry adds two new categories exempt from textbook, transportation fees

Doha, Qatar: Minister of Education and Higher Education H E Lolwah bint Rashid bin Mohammed Al Khater has approved Decision No. (5) of 2026, amending certain provisions of Decision No. (20) of 2023 concerning the determination of textbook fees and transportation charges for non-Qatari students who are not citizens of GCC states, as well as exemptions from those fees.

The decision stipulates the addition of two new categories to those exempt from financial fees related to textbooks and transportation in government schools: holders of Qatari travel documents and holders of permanent residency cards.

The amendment comes as part of the Ministry of Education and Higher Education’s commitment to developing educational policies and procedures in line with societal needs and enhancing access for eligible students to the educational services provided by the state.

Under the amendment, the two newly added categories will be exempt from fees related to textbooks and transportation, in accordance with the provisions, regulations, and controls set out in the decision and the applicable systems.

The decision takes effect from the date of its issuance and will be published in the Official Gazette.

The amendment reflects the Ministry’s commitment to providing a supportive and inclusive educational environment, contributing to greater educational opportunities and ensuring that eligible groups can benefit from the educational services covered by the exemption.
