ABUJA: Nigeria's petroleum regulator said on Tuesday it stood by its refusal to approve Exxon Mobil's $1.28 billion sale of shares in its Nigerian unit to Seplat (SEPLAT.LG) after President Muhammadu Buhari approved the transaction.
