Cabinet nod for tenders panel at Ministry of Municipality

Doha: The Prime Minister and Foreign Minister, H E Sheikh Hamad bin Jassem bin Jabor Al Thani, presided over the Cabinet’s ordinary meeting.

Following the meeting, the Deputy Prime Minister and Minister of State for Cabinet Affairs, H E Ahmed bin Abdullah Al Mahmoud, stated the following:

The Cabinet considered the topics on the agenda as follows:

It took the necessary measures to issue a draft law amending some provisions of the Law No. 18 of 1997 on Qatari Scouts and Guides Association after reviewing the recommendation of the Advisory Council.

Under this amendment, the association will be transferred under the Ministry of Culture, Arts and Heritage. The association’s Board of Directors will be formed upon a decision of the Minister of Culture, Arts and Heritage.

The session took necessary measures to issue a Cabinet’s draft decision amending the organisation of some administrative units of the Ministry of Culture, Arts and Heritage and set their terms of reference.

Under this amendment, the Legal Affairs Department will be transferred from the administrative units headed by the Assistant Undersecretary for Joint Services to the administrative units directed by the Minister of Culture, Arts and Heritage.

It approved a Cabinet’s draft resolution to set up a Tenders & Auctions Committee at the Ministry of Municipality and Urban Planning. The draft resolution stipulates the establishment of a committee at the ministry, which shall assume the powers of the Central and Local Tenders Committees defined by the Tenders and Auctions Law No.26 of 2005 for the Ministry’s tenders and auctions.

The committee will be composed of representatives from the Ministry of Municipality and Urban Planning; the Ministry of Justice; the Central Tenders Committee at the Ministry of Economy and Finance; and the Court of Accounts.

The Cabinet approved a proposal by the Public Works Authority to exempt it from the scope of the Tenders and Auctions Law No. 26 of 2005 and prepare a draft list for tenders and auctions for the committee in order to smoothen the implementation of public projects. 

It also endorsed a draft decision amending some provisions of the Resolution No. 10 of 2007 for the establishment of the National Civil Aviation Security Committee. 

Under this amendment, the monthly bonus of the committee’s chairman, vice-chairman and members will be increased given its responsibilities for ensuring coordination between the ministries, government agencies and other entities involved in the implementation of the national programme for civil aviation security; and supporting policies and strategies of civil aviation security.

The session approved a draft agreement on mutual exemption of visa requirements for the holders of diplomatic and private passports between the Government of the State of Qatar and the Government of the State of Eritrea.

Then the Cabinet reviewed the following topics and took the appropriate decision:

A. A proposal by the Secretary-General of Qatar 2022 Supreme Committee to grant allowances and bonuses to the committee’s staff.

B. The agreement signed between the State of Qatar and the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat about the 18th session of the Conference of the Parties (COP 18) to the UNFCCC and the 8th Session of the Meeting of the Parties to the Kyoto Protocol (MOP8)
