eCommerce working group to be set up

Doha: The Cabinet yesterday approved a proposal by the Ministry of Economy and Commerce to form a working group to coordinate on issues of eCommerce between the ministry and the Ministry of Communications and Information Technology. 
The Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the weekly session at the Emiri Diwan.
The Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah bin Zaid Al Mahmoud said the session took measures to issue a draft law waiving customs duty for some goods used by persons with disabilities.
These goods are imported by government entities in charge of taking care of such people, associations licensed to care for them, or for personal use by GCC people with special needs.
It also endorsed  a draft law on the election of members of the Central Municipality Council and decided to submit it to the Advisory Council.
The draft law includes provisions related to voters, registration lists, candidacy, voting procedures, campaigning, challenging the validity of elections and abolition of memberships. 
The Cabinet also approved application of Law No. 24 of 2002 on retirement and pensions for Qatari employees at the Behavioural Health Support Centre.
It reviewed proposals concerning the development of family courts and visions of the Supreme Judiciary Council and the Ministry of Justice; a letter from the Ministry of Environment on the outcome of the 33rd session of the General Assembly of Arab Organization for Agricultural Development in Kuwait in May; and a letter from the Ministry of Communications and Information Technology  on a report on the work of the steering committee for eGovernment from October 2013 to March 2014. 
The panel is in charge of monitoring implementation of eGovernment strategy and coordination and communication between the Ministry of Communications and Information Technology and other ministries and government agencies to ensure that their plans and programmes are aligned with the strategy. The report says the committee has developed an operational framework for eGovernment programmes, a strategy for 2020 and key policies and assessing technical readiness for digital transformation of government agencies, and developing eGovernment services. 
The Cabinet also reviewed a letter from the Minister of Justice on the draft protocol of the Arab Anti-Corruption Convention on the establishment of an Arab court to restore proceeds resulting from corruption. 
It took measures to ratify a memorandum of understanding for cooperation in the field of education, higher education and scientific research between Qatar and Ethiopia; and an MoU on consultation between the Ministry of Foreign Affairs and his Spanish counterpart.
