Cabinet approves draft law on tenders, auctions

DOHA: The State Cabinet yesterday approved a draft law on regulating law of tenders and auctions. The draft law will be referred to the Advisory Council for its opinion.
The Prime Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the cabinet’s regular meeting at the Emiri Diwan premises.
Provisions of the new law will be applicable to all ministries and government bodies and public institutions, with the exception of the following: The Armed Forces, police, state security and other military agencies for contracts with a secret character; Bodies and institutions on which the Council of Ministers issues an executive regulations of this Law upon a proposal from the Minister of Finance.
By a decision from the Council of Ministers, upon the proposal of the Minister of Finance, the provisions of the law shall be applied to those entities which is being financed by the state.
The draft law also included provisions for contracting methods, subtraction, bidding, insurance, bids evaluation, the conclusion of the contract and its implementation and auctions.
The cabinet also approved a draft resolution issued by the Minister of Interior on the regulations of carrying and use of guns as well as keeping and inspection for them in ships.
Under regulations will be applicable to the Qatari and foreign trade ships and those subjected to the international treaties with the exception of military and private ships and yachts for state’s official guests during their arrival to the Qatari ports or when passing through the territorial waters.
The resolution also included provisions relating to the number of security personnel who are allowed to carry weapons on board the ship, and the procedures for obtaining a license to carry weapons and ammunition on the ships, as well as the permissions of port authority and the security entity, the terms of transferring weapons or ammunition inside or outside the ship in the territorial waters of the state and the mechanism for issuing permits to carry armed security personnel at the Qatari ships.
The Cabinet approved a draft resolution of the Minister of Finance to establish customs office at Ruwais marine port.
The draft resolution stipulates that the Director of the General Administration of Customs determines the scope of the customs office and its terms of reference and working time. The Cabinet took the necessary measures to ratify an agreement between Qatar and Lebanon to fund the Lebanese National Library and another agreement on avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income between Qatar and the Latvia.
The Cabinet briefed the Council with the positive results of the 35th session of the GCC Supreme Council which was held in Doha on Tuesday.
