Doha: The Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani yesterday chaired the weekly Cabinet session at the Emiri Diwan.
Following the meeting, the Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah bin Zaid Al Mahmoud said the Cabinet approved a draft law concerning investment funds.
The draft law aims to cope with capital market development, in conformity with the monitoring and supervising role of Qatar Financial Markets Authority (QFMA) in financial markets, maintain confidence in the trading system and protect owners of securities and their dealers in a fair, transparent and competitive manner.
It includes the determination of QFMA to issue a licence to the investment fund, set up a registration of investment funds and determine the fund’s capital upon incorporation to at least QR10m or its equivalent.
The founder has to offer investment units of the fund to the public or private subscription within two months from the date of the QFMA’s approval. The draft law authorises non-Qataris — natural persons or legal entities — to participate in the fund in accordance with its statute.
The Cabinet also endorsed a draft decree amending the standard customs tariff. It stipulates adding subsidiary items to the GCC standard customs tariff and deleting some items attached to decree No. 53 of 2012.
The Cabinet then approved a proposal of the Foreign Ministry, amending the Cabinet decision No. 15 of 2011 on setting up a climate change and clean development committee to follow up meetings of states which are parties to the UN framework agreement on climate change and the attached Kyoto Protocol and to issue recommendations.
The vice-chairman of the committee will be a representative of the ministry and will take part in the next phase of international negotiations before the signing of the 2015 Paris Convention on Climate Change.
The Cabinet reviewed a memo from the Foreign Minister to form an ad-hoc committee to consider Qatar’s access to the Convention on the Prevention and Punishment of the Crime of Genocide the UN General Assembly adopted on December 9, 1948. It also reviewed a letter from the Minister of Education and Higher Education on the outcome of the 14th conference of the ministers in charge of education and scientific research in the Arab world, the 16th meeting of the GCC Higher Education and Scientific Research Ministers’ committee and the fourth international forum on education held in Riyadh.
The session approved the third executive draft programme of the educational and scientific accord in general education with Lebanon for the scholastic years 2014-2015, 2015-2016, 2016-2017 and a draft agreement on air services with Cape Verde. QNA
