ISLAMABAD: As a major step towards asserting civilian supremacy in Pakistan, a policy plank of the PML-N, the prime minister has formed a 12-member committee to “ensure that public representation in local governments in cantonment boards is both inclusive and meaningful”.
Though the Election Commission has announced local bodies election in cantonment boards on November 3 this year, a committee is reviewing Musharraf’s 2002 ordinance which gave a station commander, usually a brigadier, all financial and executive powers of a cantonment board as its president.
How much the powers of a station commander would be curtailed and how much power the real public representatives elected with the votes of people would get is yet to be known.
According to the 2002 Ordinance, the station commander was empowered to appoint an equal number of officers as members of the board as those elected.
