Cabinet slams Israeli actions in Jerusalem

Doha: The Cabinet yesterday condemned Israeli actions in the occupied Palestinian territories, especially in Jerusalem, and the Israeli occupation authorities’ recent arrest of the mufti of the holy city, Sheikh Mohamed Hussein, as well as Jewish settlers’ entry into Al Aqsa mosque and aggression against worshippers there.

During its weekly meeting at the Emiri Diwan, presided over by the Deputy Prime Minister and Minister of State for Cabinet Affairs, H E Ahmed bin Abdullah Al Mahmoud, the Cabinet condemned Israel’s decision to build 296 settlement units near the West Bank city of Ramallah, saying the decision was a fresh violation of international law.

The Cabinet called anew on the international community to intervene urgently and firmly to halt Israeli actions that go against Arab and international interest in the attainment of just, lasting and comprehensive peace in the Middle East.

The Cabinet then discussed the topics on the agenda and took the necessary measures for the issuance of a draft law on chemical weapons after taking note of the Advisory Council’s recommendation on it, Al Mahmoud said after the meeting.

Under the provisions of the law, any person or legal entity is prohibited from using, developing or producing chemical weapons or in any way obtaining, owning or possessing them for himself or for the account or benefit of others; stockpiling or keeping them or making any preparation for their use or their transfer directly or indirectly to anyone, or attempting in any way to engage in any of these acts. The law defines other prohibited and non-prohibited purposes and acts which are prohibited without a licence from the Ministry of Defence.

The Cabinet also approved a draft decree on the government’s guarantee for the obligations of Qatar General Electricity and Water Corporation (Kahramaa) arising from the purchase of water from Qatar Electricity and Water Company.

Under the provisions of the decree, the government will guarantee the financial obligations of Kahramaa arising from a deal on purchase of water from Qatar Electricity and Water Company (Abu Fontas Project A 2), in accordance with the terms and conditions of a guarantee agreement to be concluded between the government and Qatar Electricity and Water Company.

The Cabinet approved a draft decision amending the organisation of some administrative units of the Ministry of Municipality and Urban Planning and defining their functions. A draft decision by the Minister of Municipality and Urban Planning amending decision No. 37 on the establishment of sections in the administrative units of the Ministry of Municipality and Urban Planning and the definition of their functions was also approved.

According to these amendments, Doha Zoo will be transferred from the jurisdiction of the Ministry of Environment to the Ministry of Municipality and Urban Planning, work for its modernisation and development will be carried out and a section for advertisement licences is to be established in the municipalities’ technical affairs department. Law No. 1 of 2012 mandated the Ministry of Municipality and Urban Planning with regulation and control of the placement of advertisements.

The Cabinet also approved the final documents of the World Radio Communication Conference 2012.

The Cabinet then took the appropriate decision on a study for granting Qataris who had earned the highest degrees, posts and post privileges.

The study covered the criteria for the selection of outstanding Qatari candidates and the privileges and incentives that can be granted to candidates who had earned a bachelor’s, master’s or doctoral degree.

It also took a decision on a letter by the Complaints Committee of Qatar Financial Markets Authority on its bi-annual report for the period January to June 2012.
