House tightens rules on P25.2bn fund

MANILA: The House of Representatives is tightening the rules on the P25.2bn Priority Development Assistance Fund, which it will apportion to several executive agencies.

To prevent further abuse, Davao City Rep. Isidro Ungab, appropriations committee chairman, said the House is reducing the list of projects for which the money could be spent by the recipient agencies.

He said the plan is to limit the use of the funds for medical assistance, scholarships, job generation activities, and infrastructure projects.

The use of non-government organisations will not be allowed, he said.

He added that the stricter rules aim to prevent irregularities that the Commission on Audit (COA) has unearthed in its special scrutiny of PDAF allocations disbursed between 2007 and 2009.The Philippine Star
