Doha: The Minister of Justice H E Hassan bin Abdullah Al Ghanim said Qatar since the dawn of its renaissance under the auspices of the Emir H H Sheikh Hamad bin Khalifa Al Thani, has been determined to establish the foundations of the state and its various institutions on the basis of the sovereignty of law and the respect of legality in all its activities and practices.
In a speech he gave at the graduation ceremony of the Faculty of Law, Al Ghanim said Qatar, in June 2004, formulated the Permanent Constitution in which it laid down the elements of the society on the basis of the respect of life aspects and the protection of the rights and freedoms of individuals, and then enacted a series of modern legislations that included most of the aspects of life based on the rule and sovereignty of law in order to achieve a real development in the country and to keep pace with the international changes.
The Minister stressed that the Faculty of Law at the University of Qatar has exerted great efforts in this area by permanently sponsoring the graduates who bear the responsibility of achieving the message of justice and its passing on to others, adding that the faculty also presented scientific thesis and contributions to support the state institutions and the rule of law. He lauded it as key partner in the legislative support of this renaissance.
He said this day is a historic day in the record of this faculty which is full of scientific progress and serious contribution aimed to serve ‘our dear country’. It is also remarkable in the lives of faculty members who see in it the harvest of their effort throughout the years during which they taught legal subjects to transfer their scientific and practical experience to our sons and daughters the graduates, Al Ghanim added.
The Minister noted that the University of Qatar, which has become the mirror of the society, contributed to presenting ideas, researches and views which reflect positively on the different scientific and practical fields, noting that practical experiences demonstrated that the importance of peoples’ lives are not measured by large cities and big population, but rather by their scientific institutions and centres. The Minister called for a strong partnership between the faculty and the different institutions of the state in order to find a joint mechanism of action geared towards upgrading the legislations and laws and the prospects of their enforcement in a way that maintains the privacy of the society and its deeply-rooted customs and traditions.
