QFMA to get grievance panel

DOHA: The Emir H H Sheikh Tamim bin Hamad Al Thani yesterday ratified the Cabinet’s decision No. 31 of 2013 to set up a grievance committee at Qatar Financial Markets Authority (QFMA) and specifying procedures it will follow.

The committee will consist of five members. The Chairman of the Court of Appeal, Naser Abdul Ghani Al Abdul Ghani has been appointed head of the committee.

While looking into grievances, the committee has the right to request one party to pay for some or all the costs involved. The money will be refunded if the complaint is rejected. 

The committee can accept information in writing or verbally.

Any individual brought to the committee can be asked to produce documents and evidence, and he can be questioned about anything related to the grievance.

The committee also has the right to not disclose what is discussed in its sessions.

The Public Prosecution can be asked to issue a decision to not publish any information until the final decision is issued. The committee can also approve amicable settlement of the grievance.

The committee would not accept a complaint submitted by someone whose interests are not involved in it as per law, and it can fine him between QR20,000 and QR50,000.

The committee will ask QFMA to implement its decisions. It can suspend the decision of QFMA regarding the grievance until it is finalised.

The committee should dispose of a complaint within 30 days of the beginning of its session to discuss it, unless the nature of the conflict requires extending the timing, which should not be more than three months from the date of the first extension.
