Doha: The Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the Cabinet meeting yesterday.
Following the meeting, Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah bin Zaid Al Mahmoud said the Cabinet ratified a draft decree amending some provisions of Law No. 22 of 1988 on drawing the borders of Al Shahaniya city. According to the draft, the word “Al Shahaniya” and the two phrases of “Minister of Municipal Affairs” and “Department of Real Estate Registration and Documentation” would be replaced with “Al Shaihaniya” and “Minister of Municipality and Urban Planning” and “Department of Real Estate Registration” respectively wherever they are mentioned in Law No. 22 of 1988.
The Cabinet also ratified a draft law amending Law No. 8 of 1996 on endowments and agreed to send it to the Advisory Council. The law includes amendments that see the phrase of “Ministry of Endowments and Islamic Affairs” and the word of “Ministry” replace “Qatari Endowment Authority” and “Authority” respectively wherever they are mentioned in the law. The phrase “Authority’s Board” in Article 26 II of the law in question is to be replaced with “Minister.”
The Cabinet endorsed the proposal of the Ministry of Culture, Arts and Heritage to reshuffle the board of trustees of the state’s appreciation and encouragement awards.
According to provisions of Law No. 11 of 2003 on the inception of the state’s appreciation and encouragement awards, the board of trustees comprises Minister of Culture, Arts and Heritage as Chairman along with a vice-chairman and five personalities of qualification in the fields of sciences and arts as members whose appointment and bonuses to be decided by the Cabinet.
The cabinet agreed to the application of provisions of Law No. 24 of 2002 on the retirement and pensions of Qatari employees of Qatar Foundation for Social Action (QFSA).
It endorsed the proposal of the Ministry of Transport to hold talks on air transport with Fiji Islands and Papua New Guinea.
The Cabinet ratified an air services agreement between the Qatar and Congo, an air services agreement between Qatar and Uruguay, and a cooperation agreement in the field of higher education and scientific and technical research between Supreme Education Council and Comoros’ Ministry of National Education, Research, Culture, Arts, Youth and Sports.
The meeting discussed a draft law on the issuance of law (regulation) on animal welfare in GCC states. It also reviewed a draft law on issuing a law (regulation) on the practice of veterinary medical professions in GCC states and a draft law on the issuance of a law (regulation) on veterinary products in GCC states.
The Cabinet considered a letter by Minister of Communication and Information Technology on proposing a policy of purchases review for communications and information technology, and the Ministry of Finance’s views in this regard.
It reviewed a letter by CEO of Qatar Financial Center Regulatory Authority on the body’s annual report and audited accounts of 2013.
