Doha: The Deputy Prime Minister and Minister of State for Cabinet H E Affairs Ahmad bin Abdullah Al Mahmoud presided over the Cabinet meeting at the Emiri Diwan yesterday.
Following the meeting Al Mahmoud said that the Cabinet considered topics, including approving a draft law regulating the practice of Haj and Umrah (lesser pilgrimage) services and referring it to the Advisory Ocuncil.
The draft law includes conditions for granting licence to Haj and Umrah contractors, providing safety and welfare to the pilgrims and Umrah performers and overcoming any obstacles impeding performance of their rituals fully.
The draft also provides for the formation of Qatar Haj Mission and setting its functions.
The Cabinet agreed on a draft law amending some provisions of Law No. 20 of 2008 exempting the share of the non-Qatari investors in profits of some Qatari joint stock companies from income tax.
The amendment aims to encourage foreign investment in Qatari market via exempting the share of the non-Qatari investors in profits of corporates and funds whose shares and units are raised for trading on the Qatar Exchange from income taxand as exempting their share in profits realised from the trading of all securities, including units of investment funds, listed for trading on the stock exchange.
The Cabinet approved a proposals to allow use of electricity by productive farms to be less than the cost price. It aims to support and develop farms registered with the Ministry of Environment and to implement modern farming methods in agricultural production.
The meeting approved a draft law of the Minister of Environment concerning the controls and terms of aquaculture.
The draft law organises the licencing procedures for aquaculture and terms for establishing fish farms, imports and transfer of the produce.
The Cabinet endorsed the memorandum of understanding (MoU) on cooperation in health field between the governments of Qatar and Bulgaria.
The meeting also endorsed a draft convention on cooperation in security field between the governments of Qatar and Jordan.
