It is clarified that this exemption is applicable for domestic as well as international passengers.”

The circular also said that despite this exemption order in place, all passengers, irrespective of status of vaccination must scrupulously follow Covid Appropriate Behaviour like wearing mask, frequent sanitizing of hand and maintaining social distancing at all times.

Indian Ministry of Civil Aviation said on twitter that for domestic passengers travelling to West Bengal, Kerala and Maharashtra “all in-bound commercial and non-commercial flight passengers will be required to produce either a proof of full vaccination or a negative RTPCR  test report for a test conducted within 72 hours of travel.”
