All parties accept Darfur pact: Official

Doha: The head of the Sudanese delegation to Doha talks on Darfur, Dr Amin Hassan Omar, said that the Doha Darfur Peace Agreement is accepted by all parties in Sudan and by all international parties.

Dr Omar told QNA that the Sudanese government has signed the Doha Document and the Justice and Equality Movement (JEM) has accepted it, adding that there are other security and military arrangements that will be discussed during talks in Doha.

The Sudanese government will sign several protocols on the political participation and security and military arrangements with JEM after talks, Dr Omar said.

About his expectations of the success in this round of negotiations and whether there are problems in implementation of the Doha agreement, the Sudanese official said that there were no problems. “It is true that things are not going fully as planned and it is natural that no plan in the world can be implemented fully in its original form,” he said. He added that the core issue is whether the parties are committed to the agreement or not.

Dr Omar said that the Sudanese government has signed an agreement with JEM, 80 percent of which is implemented and the rest is to be done in the agreed time frame.

Qatar’s role in talks, Dr Omar said that Qatar is an essential part of the talks and the leader in the Arab-African mediation efforts.

Qatar plays the primary role inthe mediation, handling consultation with all parties to reach a solution, he said adding that Qatar has played a major role in the issue, which is reflected in  the success in reaching the Doha Document.

The outstanding matters are related to the movements, how they would be accommodated in the political process and how their forces will be dealt with, he said.

About his expectations of other movements joining  Darfur peace negotiations, Dr Amin said that it was too early to talk about it.

Regarding a workshop held in Doha recently Dr Omar said it was a training workshop to familiarise the participants with the Doha Agreement.
