Doha: The Deputy Prime Minister and Minister of State for Cabinet Affairs, H E Ahmed bin Abdullah Al Mahmoud, yesterday presided over the Cabinet’s regular weekly meeting at the Emiri Diwan.
After the meeting, the Ahmad bin Abdullah Al Mahmoud announced the decisions taken at the meeting.
The Cabinet welcomed the historic agreement between Serbia and Kosovo toward normalising ties, which was reached in Brussels after talks brokered by the European Union.
This agreement would positively contribute to the consolidation of security and stability in the Balkans and pave the way for the region to move into a new phase in the best interests of its people, the Cabinet added.
The Cabinet considered the topics on the agenda as follows: Approved a draft law on tax on hotels and tourist restaurants, which will be forwarded to the Advisory Council.
The draft law includes provisions imposing a tax on hotel establishments and tourist restaurants offering their services in Qatar.
The tax rate will be 10 percent of the price of services offered and could be reduced to five percent upon a decision of the Cabinet on the condition that a part of this revenue should be allocated for the training and development of Qatari employees at these facilities and their rehabilitation while the other part is allocated for their bonuses.
The ministers approved a proposal by the Minister of Business and Trade to reconstitute the committee charged with preparing and reviewing legislative instruments of the Ministry of Business and Trade. The Cabinet also approved a draft decision by the Minister of Business and Trade amending some provisions of the executive regulation of the law establishing investment funds issued by the decision of the Minister of Economy and Trade No. (69) of year 2004.
This amendment is in line with the Financial Market Development Committee’s decision to list real estate funds and the traded funds portfolios and the step taken by Qatar Exchange to launch the traded investments fund portfolios as a new financial product aimed at increasing liquidity and attractiveness of the market; and allowing modification in the fund’s capital subscription within estate shares if the fund’s regulation
requires it.
The Cabinet reviewed the following topics and took the appropriate decisions:
A letter by the Deputy Prime Minister and Minister of State for Cabinet Affairs on the amendment of the amount in controversy to determine the authority of the Court of First Instance and the Summary Jurisdiction Court in the Code of Civil and commercial Procedure, a letter by the Minister of Justice on a draft law amending some provisions of the Civil and Commercial Procedure Law No. 13 of 1990.

The Cabinet approved the hosting the seventh consultative meeting of the Arab Bureau of Education for the Gulf States (ABEGS) due in Doha on October 01, 2013.
The Cabinet also approved the following: A draft agreement on economic, trade investment and technical cooperation between Qatar and Peru, and a draft Memorandum of Understanding (MoU) for security between the Qatari Ministry of Interior and the Federal Ministry of the Interior of the Republic of Austria.
