Afghan civil society activists pay their respects as they participate in a ceremony over the grave of Shakila, an ethnic Hazara girl who was allegedly raped and killed by a member of Bamiyan’s provincial council one year ago. The Afghan attorney general did not proceed on Shakila’s case, her brother Mahammad Alam said.
