Doha: The Cabinet yesterday condemned continuing Israeli incursions and attacks on Al Aqsa Mosque and their plot to impose its full control on Islamic sanctities in Al Quds.
The weekly session, chaired by the Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani at the Emiri Diwan, called for an urgent Arab and international drive at the highest level to counter Israeli aggressive practices and its disregard of international law and legitimacy-related resolutions, its escalating violations against Islamic sanctities and provocations to increase tension in the region.
Such practices would stamp out any hope for a just, durable and comprehensive peace that ensures legitimate and inalienable rights of the Palestinian people, including the right to establish an independent state with Al Quds as its capital, the Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah bin Zaid Al Mahmoud said following the meeting.
The Cabinet approved a draft law on regulating government purchases. It aims at putting into force the decentralisation policy in government contracts and upgrading the purchasing system to cope with the best global standards through the use of latest information technology.
It also aims to support the competitiveness of small and medium enterprises and national and environment-friendly services to achieve justice, equality, equal opportunities, transparency and the value for money.
It includes organising contracts to purchase items, services, contracts for business or rental properties through public tender, setting up an ad-hoc tender committee according to a Cabinet decision and the establishment of one or more committees at the Ministry of Finance to settle disputes.
Such committee or committees will be headed by a judge or chairman of the Court of Appeal, with two judges of the court and two people nominated by the Minister of Finance, as members to adjudicate in disputes arising from the application of the draft law.
The Cabinet approved a proposal by the Minister of Communications and Information Technology on fees for frequency spectrum.
The Cabinet also approved Qatar’s subscription to increase the capital of Islamic Corporation for Insurance of Investment and Export Credit.
The session reviewed a letter from the Minister of Labour and Social Affairs on results of the 30th session of the GCC Labour Ministers’ Council in Bahrain last October and took the appropriate decision.
It endorsed a draft memorandum of understanding for exchange of news between Qatar News Agency and Bulgarian News Agency and took measures to ratify a protocol between Belgium and Qatar on political consultations. QNA
DOHA: New rules on painting buildings are expected to be issued soon. The Cabinet yesterday took measures to issue a draft law amending some provisions of the law No. 4 of 1985 on regulating buildings.
The proposed amendments largely pertain to authorising the municipalities to decide the colour of exteriors of all buildings in their jurisdiction. The owner (licensed person) would not be allowed to use any colours not approved by the municipal authorities.
Last September the Cabinet approved the draft law and referred it to the Advisory Council for recommendations. The Cabinet in its weekly session took note of the council’s proposals.
