International donors reluctant

KARACHI: Pakistan has only been able to secure $1.953bn of the total donor commitments of $14.313bn, a status report by the Ministry of Economic affairs said.

The report is for the period July - March 2013 and comes at a time when the country is facing severe energy shortage — with multilateral and bilateral donors reluctant to release pledged funds without signs of strong reforms from the political leadership.

The disbursements by the bilateral donors stood at $1.008bn while multilateral donors released $945.48m during the first three quarters of the current fiscal year.

According to the sector wise breakup, the energy/power sector is to receive 28 percent of the overall pledges and commitments. Ahsan Mehanti of the Arif Habib Corp said that once Pakistan re-entered in the IMF Programme, all the other donors would resume funding.

The Federal Public Sector Development Programme  2012-13, envisages 39 power sector programmes leaning on Rs21.655bn foreign assistance.

Majority of the projects are being financed by Asian Development Bank and World Bank. Germany, France, Japan, Korea, Kuwait and Abu Dhabi Fund have also pledged funds for some of the projects.
