Doha, Qatar: Qatar welcomes the conduct of the first field verification mission of the Expanded Joint Verification Mechanism Plus (+EJVM) in the Minembwe area, eastern Democratic Republic of the Congo, on August 24, 2026, as part of the Doha Process. The mission marks a first practical step towards the full operationalization of the Ceasefire Monitoring and Verification Mechanism signed in Doha on October 14, 2025.
The State of Qatar affirms that this mission represents a tangible manifestation of the two parties’ commitments under the Declaration of Principles signed in Doha on 19 July 2025 and the Framework Agreement signed on 15 November 2025. It further affirms that the agreed ceasefire monitoring structure is capable of carrying out its functions on the ground when the necessary will and cooperation are present.
The State of Qatar expresses its thanks to the Government of the Democratic Republic of the Congo and the Alliance Fleuve Congo–March 23 (AFC/M23) Movement for their cooperation in facilitating the safe and unhindered access of the verification team.
The State of Qatar also commends the role played by the United States of America, the support provided by the Swiss Confederation, the contribution of the International Conference on the Great Lakes Region, and the logistical support provided by the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), in addition to the accompaniment provided by the Togolese Republic in its capacity as the African Union mediator, as well as the African Union’s support for this process.
The State of Qatar looks forward to verification missions continuing on a regular basis and across the various areas affected by the conflict, thereby strengthening confidence between the two parties and contributing to consolidating a lasting ceasefire.
The State of Qatar reiterates its commitment to accompanying the two parties in continuing to implement the agreed commitments and to continuing negotiations on the remaining protocols under the framework of the Doha Process.
