PODGORICA--The tiny Adriatic nation of Montenegro adopted its 2015 budget over the weekend, with a deficit estimated at 6.5 percent of GDP and economic growth forecast at 4.0 percent.

The European Union candidate nation of 650,000 people is struggling with an unemployment rate of 20 percent. The average salary in the country is about 480 euros.

Prime Minister Milo Djukanovic's government labelled the budget of 1.85 billion euros ($2.25 billion) "developmental" as it backed building of a key highway that would link the Montenegrin coast with Serbian border.

The budget was backed by 44 lawmakers, while 21 in the 81-seat parliament voted against it.

The opposition MPs voted against the budget proposal labelling it a "budget of indebtedness".
