MANILA: The new traffic management scheme covering provincial buses coming from Southern Luzon, Bicol and Visayas Regions has sown confusion among commuters during the first day of its implementation yesterday.
Elvira Medina of the National Centre for Commuter Safety and Protection (NCCSP) blamed the government for not properly informing commuters that provincial buses will no longer be allowed to enter Metro Manila and were ordered to drop off their passengers in Alabang, Muntinlupa City.
Commuters also complain of  added transportation expense.
Metro Manila is known for its heavy traffic that stretches from Caloocan to Pasay.
