Cabinet approves draft law on ozone-depleting materials in GCC

Doha: The Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani yesterday chaired the weekly Cabinet meeting at the Emiri Diwan.
The Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah  bin Zaid Al Mahmoud said the session ratified a draft law on a common system for ozone-depleting substances in the GCC.
It comprises regulations related to powers of the concerned department at the Ministry of Environment to annually set for importers a quota of any controlled substance.
It also includes grievance procedures against the quota, setting fees through a decision of the minister, and judicial policing rights and sanctions.
The system aims to eliminate consumption of ozone-depleting substances and bring in safe alternatives that comply with interests of the GCC states in line with the Montreal Protocol.
It is also meant to regulate import and re-export, transport, storage, handling, processing and use of controlled substances, and the development and implementation of GCC programmes for the rehabilitation of the sectors that rely on controlled substances, and to assist them in complying with proper practices in repair and maintenance and switching to appropriate alternatives.
The Cabinet approved a draft law cancelling Law No. 14 of 1987 on fees for certificates issued by the Ministry of Education, a draft ministerial decision renewing fees on certificates issued by Supreme Council of Education. It also approved a draft Cabinet decision amending some provisions of Decision No. 3 of 2003 on the establishment of a permanent committee to manage Abu Samra crossing.
The panel will coordinate with authorities to follow up on workflow, tighten control over performance, supervise employees and workers, and remove difficulties and obstacles that hinder its functioning. Under the amendment, another representative of the Ministry of Interior will be added to the panel as vice-chairman. The session also approved a draft Cabinet decision, amending the organisation of some administrative units of Qatar News Agency and setting its terms of reference.
The decision includes changing the name of the Media Relations Department to the Foreign Media Department.
The Cabinet endorsed its draft decision to form a tenders committee at the Ministry of Communications and Information Technology. The panel will have powers of the committees of the central and local tenders, provided for in tenders and auctions Law No. 26 of 2005, with regards to the ministry’s tenders.
The Cabinet also approved the establishment of a committee for tenders at Qatar Tourism Authority to assume the power of the central and local tenders committees, stipulated in tenders and auctions Law No. 26 for 2005, with regards to QTA tenders.
It took decision regarding a letter by the Minister of Communications and Information Technology on a proposal to review ICT policy and views of the Ministry of Finance in this regard.
The Cabinet also approved a draft agreement on aviation service between Qatar and Guinea, a draft memorandum of understanding in the field of education and higher education between Qatar and Chad, a draft MoU on cooperation in smart networks between Qatar General Electricity and Water Corporation and Institute of Smart Networks in South Korea. The Cabinet also endorsed a second executive programme for cultural and artistic agreement between Qatar and Tunisia from 2014-2015 to 2016-2017. QNA
