DOHA: HE Prime Minister Sheikh Abdullah bin Nasser bin Khalifa Al-Thani on Wednesday chaired the cabinet's regular meeting at its Emiri Diwan premises.
Following the meeting, HE Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah Al Mahmoud said the cabinet reviewed topics on the agenda, taking a set of decisions and measures.
The cabinet took the necessary measures to issue a draft law on the regulation of sports clubs, after reviewing the Advisory Council's recommendation on the draft law.
According to the draft law, no sports club can be established or moved without obtaining a license. The minister of youth and sports issues the license establishing the club, and the licensed club is granted legal personality once procedures are completed after the club's administration publishes its foundation contract, statute, and registration data in the official gazette. The publishing is for free and this rule is applicable to every amendment to the statute of the club.
The club is to have a chairman and vice chairman to be elected by the general assembly for a renewable four-year term. The chairman is responsible for running the club in line with the strategic plan adopted by the Ministry of Youth and Sports. The chairman is responsible before the general assembly for the club's performance. The vice chairman deputizes for the chairman in case of his absence for any reason. The club is to have a general manager who is appointed via a decision of the chairman and is responsible before the chairman for heading the club's executive body and running its different activities.
In addition, the cabinet ratified a draft Emiri decision amending some provisions of Emiri Decision No. 16 of 2014 on the specification of ministries' responsibilities. It also ratified a draft Emiri decision on the establishment of the national center for cyber security and another on the establishment of the national committee for information security.
According to the amendment in the of the first Emiri decision, information security is added to the responsibilities of the Ministry of Interior. In line with the second Emiri decision, the national center for cyber security is to be under the jurisdiction of the Ministry of Interior. It carries out and operates the national program of registration and response, follows up on cyber threats and attacks against government entities, and coordinates with concerned authorities to execute security operations related to cyber security.
In line with the third Emiri draft decision, the national committee for information security is established and aims to enhance cyber security in the country in order to achieve sustainable development on all fronts through strategically directing national efforts in the field of cyber security, implementing the objectives of the national cyber security strategy, and cooperating with entities concerned with cyber security. Among the committee's responsibilities are the adoption of the strategy in question and following up on its implementation, and supporting projects on securing the state's information infrastructure. The cabinet endorsed a draft decision on protecting the privacy of personal data. The bill stipulates that provisions of the law are applicable to the personal data when processed electronically or is obtained in any other way ahead of being electronically processed.
The draft law included provisions related to the rights of individuals to protecting the privacy of their personal data, commitments of the monitor and the processor, personal data of private nature, and the prohibition of sending any electronic communication for the purposed of direct marketing to the individual without obtaining their personal approval.
Additionally, the cabinet approved the renewal of the membership of Qatar Financial Centre Authority starting March 9.
It also took the necessary measures to ratify an agreement between the governments of Qatar and Kyrgyzstan on exempting holders of diplomatic and special passports from visas. It ratified another agreement between the two governments on the motivation and protection of mutual investments.
Moreover, the session endorsed a twinning agreement between the municipalities of Doha and Bishkek.
Another agreement between the governments of Qatar and Kyrgyzstan on cultural cooperation was also ratified.
Finally, the cabinet ratified a memorandum of cooperation between the two governments on youth policy and a memorandum of understanding on tourism cooperation.
