MoJ graduates over 180 legal trainees as part of expanding national training effort

DOHA: Ministry of Justice (MoJ) has graduated 183 participants from a series of mandatory legal training programmes, marking a significant expansion in the country’s efforts to build a highly skilled national legal workforce.

The ceremony, hosted by the Ministry’s Center for Legal and Judicial Studies, celebrated graduates of the 22nd Mandatory Training Program for New Legal Professionals, the 15th Mandatory Training Course for Trainee Lawyers, and the first cohort of the new specialised programme for State Litigation Department employees. The event was attended by Minister of Justice and Minister of State for Cabinet Affairs H E Ibrahim bin Ali Al Mohannadi, along with senior officials from Qatar’s legal sector.

According to the Ministry, 83 new legal professionals, 20 trainee lawyers, and 20 State Litigation Department staff completed the programs in 2025, which the Minister described as part of a new phase focused on specialised legal training and equipping young professionals with modern legal and technological tools.

In his remarks, Al Mohannadi emphasised that the Ministry places strong priority on building and developing national legal capabilities, highlighting recent advances in curriculum design, digital transformation, and the integration of artificial intelligence into legal training. These reforms, he said, aim to ensure a high-quality legal system aligned with Qatar’s broader justice sector reforms.

Dr. Abdullah Hamad Al Khaldi, Director of the Center for Legal and Judicial Studies, noted a 49% increase in trainee enrolment during the first half of 2025 compared with the previous year. He also pointed to rising satisfaction levels among trainees and stakeholders, saying the centre provides a practical training environment led by experienced specialists capable of strengthening core legal skills, including drafting, analysis, and terminology accuracy.

Al Khaldi highlighted the centre’s focus on quality assurance, outcome measurement, and continuous alignment with legislative and judicial developments.

He also recalled the centre’s third-place ranking in the 2025 Arab Judicial Training Excellence Award, describing it as evidence of Qatar’s growing leadership in legal and judicial training.

Representatives of the graduating cohorts praised the programmes for their impact. Speaking on behalf of new legal professionals, Abdulrahman Ali Mohammed Al Amri said the training had been a pivotal stage in shaping their legal identities, noting the breadth of subjects covered — from civil and administrative law to criminal and labour law.

Meanwhile, Maha Faisal Jaber Al Musallam, representing trainee lawyers, emphasised the values and responsibilities embodied in the legal profession, commending the Ministry’s efforts to strengthen national competencies and stressing that building justice begins with building capable individuals.

At the close of the ceremony, the Minister honoured the top-performing graduates from all programs, as well as members of Qatar University’s College of Law Legal Awareness Club, in recognition of their collaboration with the centre throughout the 2025 training cycle.
