Palace won’t give up on BBL

There’s no stopping Malacañang from pushing for the passage of the proposed Bangsamoro Basic Law (BBL).

Not even the World Bank-funded study showing that the BBL is not an assurance of a lasting peace in Mindanao will stop it from pressing for its passage.

Even the 75-man House Ad Hoc Committee on the BBL expressed readiness to pass the measure despite the World Bank study.

Deputy presidential spokesperson Abigail Valte said the WB-funded study, done by International Alert UK, was conducted before President Aquino submitted to Congress the draft BBL in September, 2014, noting that the WB-funded report was completed in August, 2014.

While the WB-funded study won’t stop Malacañang’s determination to press for the passage of the BBL, Valte said the report would be very useful in crafting new laws pertaining to peace in Mindanao.

“It has very interesting data on the conflict in areas of Mindanao in such that it identifies new causes of violence… At least, the data is very useful for our peace process policy makers in such that nakikita natin yung mga datos na kailangan (they are able to see the data needed) to craft laws,” Valte said.

She also noted that the report itself stated that ending GPH-MILF (Government of the Philippines-Moro Islamic Liberation Front) conflict “as a major source of rebellion-related violence retires a significant source of political violence with huge costs in terms of death, injuries, and displacement and will impact positively on the prospects of peace and stability across the Bangsamoro.
