Doha, Qatar: Kuwait has introduced a legal framework regulating the use of drones, light sport aircraft, air sports and related activities, with unapproved operations resulting in imprisonment and steep fines.
Violations of Decree-Law No. 89 published in the Official Gazette 'Kuwait Alyoum' on September 12, 2026, can result in imprisonment of up to three years and a fine of up to KD5,000, depending on the severity of the offense.
One of the provisions states that operating a drone without approval from authorities carries a penalty of up to two years in prison and a fine of up to KD2,000.
The country's Director General of Civil Aviation (DGCA), in coordination with the Ministry of Interior and other government bodies, will ensure adherence to this framework. It is imperative that drone operators obtain prior approval from the Ministry of Interior before flying.
The law also mandates that drones must be registered, display registration markings and meet airworthiness requirements before use.
Flying them in the vicinity of airport, restricted zones or in areas designated as sensitive is prohibited.
Additionally, the law grants authorities the power to respond to any unmanned aircraft that is deemed as a security threat.
