DOHA: The state is keen to develop work culture among its Qatari employees and for this purpose extensive policies are being put in place for skills development and training.
The Ministry of Administrative Development is busy developing benchmarks to assess the performance of public sector workers.
Extensive guidelines are being framed to ensure Qatar follows uniform rules of employment across the public sector, including ministries, authorities and other agencies.
These policies are being developed by the ministry as part of a broader and focused programme for human resource development and job nationalisation.
This was stated by Minister H E Dr Issa Saad Al Jafali Al Nuaimi at a function at Georgetown University, reports Qatar News Agency.
“We are framing a human resource development policy one of whose aims is to upgrade public services by focusing on training and employment,” he said.
He said under the leadership of Emir H H Sheikh Tamim bin Hamad Al Thani, the ministry is keen to develop Qatari society by ensuring an environment that encourages hard work and creativity.
He talked of the concept of ‘Mowatna’ (being a citizen) and said it entails shouldering huge responsibilities as a citizen and contributing to social cohesion and development.
The ministry is coordinating with other ministries and government agencies to help implement Qatar National Vision 2030.
According to the Minister, education should be linked to the job market, including the public sector, so in this regard the ministry will cooperate with the education sector.
A leadership programme is being launched to train heads of departments, their deputies and section chiefs to handle their work, its pressure and their subordinates.
Students of secondary schools and universities will be regularly told of what jobs the government sector has for citizens and what jobs are likely to be generated in the near future and advise them to choose courses accordingly.
