Doha: In collaboration with the General Authority of Customs, the Qatar Chamber (QC), yesterday launched a training workshop on ATA Carnet.
The workshop aims at familiarising the participants with the international customs and temporary export-import document known as ATA Carnet.
The workshop was attended by Lee Ju-sung, executive manager of the International Chamber of Commerce for Asia, and a number of personnel from the GAC, and the Qatar Chamber.
Qatar is seeking to keep pace with international developments, especially in areas of commerce and investment, to facilitate customs procedures, said the chairman of legal affairs department at QC, Abdulaziz Saleh Al Kawari, at the opening of the workshop.
He added that the Istanbul International Convention on Temporary Admission has a condition that there must be “National Guarantor” who issues the documents of temporary admission guaranteeing fees and customs rights if the goods entered temporarily are not re-exported on time. QC is the national guarantor.
Ju-sung emphasised that Carnets are merchandise passports or passports for companies and institutions which speed up goods and equipment clearance in cases of export and import. She added that Qatar is the third country in the region applying ATA Carnet and it will boost business and Qatar’s status as a key w global investment destination.
A Carnet or ATA Carnet is used to clear customs in 74 countries and territories without paying duties and import taxes on merchandise that are to be re-exported within 12 months.
Carnets facilitates temporary imports of commercial samples, professional equipment, goods for fairs and exhibitions, and entertainment on the condition of re-exporting them within the permitted time.
