Doha, Qatar: The “Trainer Excellence” Programme is playing a key role in strengthening Qatar’s government training ecosystem by preparing qualified national trainers capable of transferring practical expertise and supporting workforce development across the public sector.
Speaking about the programme, Director of the Training and Career Development Department at the Public Administration Institute (PAI) of the Civil Service and Government Development Bureau Al Anoud Abdulrahman Al Lankawi, said the initiative aligns with the institute’s strategic direction under the Third National Development Strategy and forms part of broader efforts to advance the quality of government training.
Al Lankawi explained that the institute has focused on developing the training process through several strategic pillars, beginning with enhancing internal operations.
These efforts included recruiting specialised cadres, integrating artificial intelligence and digital transformation into institutional processes, restructuring administrative functions, and establishing new departments to support evolving training needs.
She noted that the institute has also prioritised trainees by modernising training curricula and linking them to the core competencies required of government employees to help improve workplace performance and professional skills. In addition, the move to the new building has provided a more advanced and comfortable learning environment, featuring specialised training halls designed for case studies and practical learning experiences. According to Al Lankawi, the trainer remains the foundation of any successful training system.
Through the Trainer Excellence Programme, the institute has focused on attracting competent Qatari professionals and practitioners with extensive experience in their respective fields.
She said many participants are managers, department heads and specialists who possess valuable practical expertise that can be transferred directly to government employees. By bringing real-world professional experience into training programmes, trainers can help employees better understand workplace challenges and identify effective solutions based on proven practices.
“The goal is to enhance employee competencies not only through theoretical knowledge but through practical experiences shared by professionals who have faced and overcome similar challenges in their fields,” she said.
The programme reflects the institute’s ongoing commitment to building a sustainable pool of national trainers and ensuring that government employees benefit from high-quality, experience-based training that supports public sector excellence.
