Doha: The Prime Minister and Foreign Minister H E Sheikh Hamad bin Jassem bin Jabor Al Thani chaired the weekly Cabinet meeting yesterday.
Following the session, the Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmad bin Abdullah Al Mahmoud said that it approved a draft law on trading companies.
It contains provisions for their forms, transition, integration, division, expiry and control over companies, especially those related to general stock firms as far as their establishment, subscription of their shares, their board of directors, setting the bonus for the board members, their general assembly, functions and the capital are concerned.
The Cabinet also approved a Civil Defence draft law and a draft law presented by the Minister of Interior on measures and procedures for issuing a licence for establishing a centre for education and training on principles of civil defence. It endorsed another draft law presented by the Minister on Civil Defence equipment, tools and materials.
It includes provisions for the establishment of a Higher Council for Civil Defence, which will be in charge of declaring a state of emergency, determining terms of reference of the general administration of Civil Defence, emergency provisions, measures and procedures to protect people and public and private properties and authority to lock out establishments, which abstain from taking security and safety measures.
It aims to keep pace with the construction boom and expansion in all areas of life by developing security and safety rules to cope with Qatar’s progress.
The Cabinet reviewed a draft law on a safety bylaw for small payload ships not included in international maritime treaties of the GCC. It contains measures for applying the bylaw on such ships and how to inspect them, issuance and renewal of safety certificate, safe balance of ships, fire prevention, rescue apparatus, telecommunications, maritime safety and prevention of pollution.
The Cabinet approved a draft law amending some provisions of the Decision No. 4 of 2010 concerning the setting up of the Qatar Financial Centre headquarters.
A proposal by the Social Affairs Ministry on the demolition and rebuilding of homes of several elderly citizens in the northern areas was also approved. It aims to provide social welfare to the elderly and help them rebuild their homes.
The meeting reviewed a draft bylaw on training and qualification in vocational or job qualification centres. It defines people to be trained, the training duration and the bonus set for the trainees. The vocational training centre aims to contribute to realising overall development by rehabilitating citizens functionally as per the needs of the labour market.
The Cabinet endorsed an agreement between Qatar and Ethiopia on regulating Ethiopian workers in Qatar.
Agreements on mutual exemption of requirements for the holders of diplomatic and private passports, economic, trade and technical cooperation and encouragement and protection of investments between Qatar and Moldova were also endorsed.
The Cabinet reviewed a memo by the Ministry of Economy and Finance on requests of Qatar International Court and Dispute Resolution Centre for some judges.
