Doha: The Prime Minister and Foreign Minister H E Sheikh Hamad bin Jassem bin Jabor Al Thani presided over the weekly Cabinet regular session held at the Emiri Diwan yesterday.
After the meeting the Deputy Prime Minister and Minister of State for Cabinet Affairs H E Ahmed bin Abdullah Al Mahmoud announced the decisions taken at the meeting, Qatar News Agency (QNA) reported yesterday.
The Cabinet discussed topics on the agenda and took appropriate decisions.
The ministers took action to issue a draft law amending some provisions of the advocacy law issued by law No. 23 of 2006, after taking note of the Advisory Council’s recommendation on the daft law. According to the amendment the person registered in the lawyers roll shall be holding a degree in law from one of the recognised universities, or a Shariah degree for those who practice at the judiciary or the Attorney General’s office for a period not less than two years.
Cabinet issued a draft law regulating the practice of maritime works in Qatari waters, after taking note of the Advisory Council’s recommendation on the draft law.
According the draft law provisions, practice of maritime works shall be confined to maritime ships registered in Qatar. Non-Qatari maritime ships may practice such works after receiving a licence from the administrative unit concerned with maritime affairs at the Ministry of Business and Trade.
Cabinet approved a draft law exempting Qatar Railways Company (Rail) from the application of the provisions of law No. 4 of 1985 regarding the organisation of buildings. The exemption of the company comes due to the special nature and strategic importance of establishing Qatari railway networks as one of the state’s national projects.
The ministers approved a Cabinet draft resolution amending some provisions of resolution No. 36 of 2011 defining the fees of Qatari sea ports.
Ministers approved a Cabinet draft resolution restructuring Qatar Committee for Alliance of Civilisations (QCAC).
The committee is to oversee the implementation of the plan of the state and its contributions regarding the alliance of civilisation and its development.
According to the amendment the committee is to be restructured under the chairmanship of the Minister of State for Foreign Affairs, the Representative of Qatar at the Alliance of Civilisation as vice chairman and representatives of a number of bodies as members. The committee is to submit periodical reports on its work and recommendations to the Cabinet.
The ministers approved a draft decision issued by the Minister of Interior amending some provisions of decision No. 19 of 2007 which sets the fees of services provided by the Ministry of Interior and the certificates it issues.
Cabinet approved the exemption of certain commodities, exclusively used by persons with special needs, from customs duties and approved a proposal by the Civil Aviation Authority for holding discussions in the field of air transport between Qatar and Mongolia.
Later the Cabinet approved the following: A draft agreement on cooperation in the fighting of crime between Qatar and Bulgaria; a draft agreement on cooperation in air transport between Qatar and Zimbabwe; a draft agreement organising the employment of Albanian labourers between Qatar and Albania’s Council of Ministers; and a draft MoU between the Ministry of Interior of Qatar and the Ministry of National Security of US.
The ministers took procedures to endorse a draft MoU on cooperation in the field of energy between the Ministry of Energy and Industry of Qatar and the Ministry of National Development in Hungary.
The Cabinet reviewed two letters by the Minister of Energy and Industry who is also Chairman of the Permanent Committee of Water Resources on the following laws (regulations), endorsed by the GCC Supreme Council at its 23rd session to apply them, as a guide, for two years: Surface and underground water resources; Treated sewage water and their re-use; and Desalinated water resources.
