CGB activates conflict of interest declaration service on Mawared system

Doha, Qatar: In a significant step towards strengthening governance and public sector integrity, the Civil Service and Government Development Bureau (CGB) has activated a new service for declaring conflicts of interest through the Mawared Human Resources Information System.

The initiative, announced yesterday on CGB’s social media accounts, reflects the Bureau’s ongoing commitment to promoting principles of integrity, transparency, and professional compliance across government entities. Represented by the Mawared Centre, the CGB introduced the service to enable human resources managers and internal audit department directors to monitor compliance indicators and submitted declarations more effectively.

According to the Bureau, the new feature allows authorised officials to access electronic disclosures related to potential or actual conflicts of interest by employees. This digital tool is expected to enhance institutional governance and elevate the level of professional commitment within state institutions.

The move aligns with Qatar’s broader vision for modernising government operations and fostering a culture of accountability. By integrating the declaration process into the widely used Mawared system, the CGB aims to streamline procedures, reduce administrative burdens, and ensure timely oversight.

The Bureau continues to develop digital solutions that support the National Vision 2030. 

The Mawared system, a cornerstone of human resources management in the public sector, already facilitates various employee-related processes. The addition of the conflict of interest module further solidifies its role as a comprehensive platform for governance.

Officials familiar with the project highlighted that the service empowers HR and audit teams to review real-time data on declarations, helping identify and address potential issues proactively. This proactive approach is anticipated to minimise risks associated with conflicts of interest, thereby safeguarding public trust and organisational integrity.

The announcement comes as part of a series of reforms aimed at digital transformation in government services. Qatar has made remarkable strides in e-governance, with several platforms launched in recent years to improve efficiency and transparency. The Mawared enhancement is seen as a practical implementation of these efforts, particularly in the area of ethical standards and anti-corruption measures.

Experts in public administration have welcomed the development, noting that electronic declaration systems are best practices adopted by many advanced nations. In Qatar’s context, such tools not only comply with international standards but also reflect the country’s dedication to excellence in public service delivery.

The CGB emphasised that the service will contribute to raising awareness among government employees about the importance of disclosing any potential conflicts. Regular monitoring and reporting mechanisms will help maintain high ethical standards across ministries and other entities.

This initiative underscores Qatar’s continuous efforts to modernise its administrative framework while upholding core values of honesty and public service.
