Supervision and transparency in administration

There is no doubt that in the issuance of Resolution No. (75) for the year 2011 to establish Administrative Superintendence Authority and Transparency, which contains a number of articles, which in turn contain several clauses which they can contribute in fighting administrative decay in some governmental establishments, authorities and agencies, it will be a deterrent to some of who his mind entices him to obtain public money or to cheat laws and regulations and go around it to get personal ambitions, and when you read those articles and its clauses to find out that the government is serious to judge who are seeking to exploit their important job titles to deem permissible public money, distribute among close people to them, and how much of those who still wreak corruption in the departments and organisations, and probably come out in fiery statements, that reader thinks as emerged from preachers or reformers, and some of them exploit their leading job titles in upgrading this employee and upgrade that of their close associates, who facilitates their illegal works, or with whom they share their personal interests, unfortunately, a lot of qualifications and capabilities trample with legs and are not given the opportunity to prove their existence, but it is fighting with all its strength to move from the place, take it away from work and to practise the policy of (marginal) annotation (marginalisation) and maltreatment, and whatever those competencies tried to breathe intending development and creating appropriate mechanisms to advance performance of work, the indifference by those supervisors is present  and strong, and perhaps these proposals for those competencies will be taken, and attach themselves and I think that the birth of such an organisation would annihilate these forms, or they will decrease significantly from their presence and exploitation of their positions. The organisation should be serious in fighting those who transgress their authority, yield to temptations and practice tyranny. 

And let them know that there are swords to be kept on the necks of who wish to obtain his job and to play whatever he wants, thereupon I think that the Supervisory authority should perform several necessary matters to follow up these games and tricks, including circulation of private phone and fax numbers and e-mail to receive complaints and observations by the employees in the state, follow-up, verification and authenticity, and whether they are true or vexatious, information of complainant must be confidential and can not be found and realized , whereas there are much excesses of power in a lot of departments, but no employee can complain about it, because he is afraid of the punishment by those who don’t want that their deficiencies appear and to be disclosed, and if they learned that one of their employees complained against them, showed their truth and exposed their faults (sins), surely he will get severe punishment by them, and he will be punished with what is not deserved because he exposed their inferior behaviours and removed illusory masks with perfection of morality and good companionship.
