DOHA: The BASIC Group of countries (Brazil, South Africa, India and China) is expecting a ‘balanced’ decision from the Doha Conference.
The developing nations’ bloc is hopeful of Doha arriving on a decision on Kyoto Protocol second commitment (KP2) and on a midterm Global Climate Fund (GCF).
The negotiating countries are working hard and the conference is making progress.
On the funding, China said some countries have already made commitments and hoped the developed nations would fulfil their commitments.
The bloc said there is some progress on the issue of finance. Six countries have already made offered funding and committed to mobilise financial resource in the mid term. The volume of the funding will be no less than the scale over the past three years.
“We welcome it and hope that the developed countries can learn from them and make their due contributions in the quantitative manner,” China said on behalf of the Group.
“We fully understand the difficulty that developed countries face in making commitment to long term financing. But we hope to see the real action (from them) for the medium term. We do see some hope and there will be further commitments. Finance, technology and adaptations are the concerns of developing countries. Finance is key. Without finance it would be nonsense to talk about IPR and adaptation,” the key Chinese negotiator said.
The secretariat is listening to the opinions of different parties and trying to put forward the texts based on the negotiators as early as possible, according to China. “We will actively support the president at this COP and four minister facilitators will play a constructive role to promote the process of the conference. We hope this can reach a positive and balanced outcome.” India that shared the Chinese views on the second commitment and finance said it hopes to see the unfinished elements to find a place in the discussions in the coming years.
“On the finance part, we believe our partners will make some commitments. On the adaptation, we are making progress,” the Indian delegation head noted.
“It is very important that we achieved some solid agreement in KP2. The LCA (long term cooperative track) has an important issue. We believe the LCA has a set of important issues and important issues must receive adequate treatment,” said Brazil.
