Doha: A training workshop on “International Security Cooperation in light of international agreements”, for officers of different Security departments, were held on December 24 and 25 under the International Cooperation Department of the Ministry of Interior (MoI) in collaboration with the Police Training Institute.
The inaugural session was attended by Brig Saud Abdullah Al Mahmud, Director of International Cooperation Department, and Major Abdul Aziz Ali Al Mohanadi, Assistant Director of Police Training Institute.
The workshop analysed the surveyed issues on International Security Cooperation and international laws and norms.
Lectures were delivered by Dr Abdul Moneim Al Khazi from the Ministry of Foreign Affairs, Dr Akram Abdul Razaq from the Ministry of Justice, Dr Abdul Samad Sakar from the Police Training Institute, Mohammed Hosain from Arab and International Communication Department and Dr Sameh Al Beltaji from International Cooperation Department of the MoI.
Brig Saud Abdullah Al Mahmoud told that the workshop is steered in the framework of the directives of the Ministry on the importance of disseminating the concepts of international and regional agreements related to security service among the employees of the Ministry of Interior to support the agendas of the cooperation between the countries in the fight against crime and embed the principles of human rights in the security systems and promote respect and protection of human rights and fundamental freedoms in the maintenance of security work.
The first session was presided over by Major Abdul Aziz Ali Al Mohanadi, Dr Sameh Al Beltaji introduced the international treaties and memorandums of understanding, such as the Treaty and the Agreement and Protocol, the Charter and the memorandum of understanding and letter of intent and agreement to clarify the law of the state and the level of diplomatic representation and reservation and the different stages of the treaty or agreement.
He discussed the systematic fundamentals of law on International Agreements in Qatar and its developmental stages and their importance on international level.
The second session was led by NHRC Advisor Raniya Foad.
Dr Akram Abdul Razzaq, legal expert from the Ministry of Justice, delivered his speech on international treaties and explained the rule of treaties in the Qatari Constitution and specifically Article 68.
Captain Dr Jaber Mahmoud Al Noaimi from Strategic Planning Department presided over the third session.
Dr. Abdul Moneim Al Khazi spoke on the coordination of national legislation with international agreements and their impact on the general principles and the stages of formation, ratification and accession and the reservation, national legislation such as the constitution and the law and administrative regulations.
