Smart Legislative Consultant Program to cut draft law review time to five days

Doha, Qatar: The General Secretariat of the Council of Ministers recently launched an advanced digital initiative, the Smart Legislative Consultant Program, designed to significantly accelerate the legislative drafting and review process, reducing timelines from approximately 35 days to just five days.

The initiative was highlighted by Minister of Justice and Minister of State for Cabinet Affairs H E Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi during a discussion at Web Summit Qatar 2026.

Speaking during a session titled “Legislating for the Age of Digital Transformation & AI” with Editor-at-large of The National Interest, Steve Clemons, Al Mohannadi outlined how artificial intelligence and advanced digital tools are transforming legislative workflows within government institutions.

The Minister explained that the General Secretariat of the Council of Ministers plays a central role in reviewing, coordinating, and preparing draft legislation proposed by government entities.

Al Mohannadi said that the process ensures that new laws are coherent, efficient, forward-looking, and aligned with Qatar’s national priorities before being submitted to the Cabinet. Traditionally, this process involved complex, time-intensive reviews of large volumes of documentation.

To address these challenges, the General Secretariat partnered with the Ministry of Communications and Information Technology (MCIT) and Scale AI to develop the Smart Legislative Consultant Program.

He said that a joint team from the three entities collaborated to design and implement the digital platform, which leverages artificial intelligence to streamline legislative processes and improve overall outcomes.

Al Mohannadi noted that the programme represents a major step toward modernising legislative drafting and review procedures. In addition to drastically shortening processing times, the platform enhances consistency, coherence, and quality in legislative output.

He said that the system supports faster implementation of state policies while maintaining essential human oversight and legal accountability. One of the programme’s key features is its ability to compare draft legislation with similar legal frameworks in selected countries.

The Minister confirmed that the analytical environment supporting the programme has been completed and the platform has been officially launched. Legal researchers within the Department of Legislation at the General Secretariat are already utilizing the system, with early feedback described as highly positive.

Al Mohannadi emphasised that Qatar’s broader digital transformation agenda continues to receive strong support at the highest levels of government. He highlighted the active oversight of Prime Minister and Minister of Foreign Affairs H E Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, and the establishment of a Supreme Committee for Digital Excellence in Government Work.
