MCIT unveils national policies to advance digital economy

Doha, Qatar: The Ministry of Communications and Information Technology (MCIT) has unveiled a set of six draft national policies aimed at accelerating Qatar’s digital economy and strengthening its digital transformation framework, inviting public and stakeholder feedback through the ‘Sharek’ platform as part of its efforts to build a future-ready, inclusive, and innovation-driven ecosystem.

According to MCIT statements shared through its official X account and website, the consultation forms part of the ongoing efforts to develop an integrated national policy framework that supports digital transformation, revitalising the economy, and enhances regulatory environments in line with Qatar National Vision 2030 (QNV).

The Ministry emphasised that public participation will help refine more effective and forward-looking digital policies, contribute to stronger regulatory frameworks, and support the development of a sustainable digital ecosystem that benefits society and the economy over the long term.

Among the draft policies open for consultation is the Regulatory Sandbox Policy, which aims to establish a national framework for designing, implementing, and overseeing regulatory sandboxes in Qatar. Built on three core pillars, including regulatory environment, institutional capacity, and sector development, the policy seeks to create an enabling environment for regulatory innovation while ensuring effective supervision.

MCIT is also seeking input on the Lifelong Learning for Digital Skills Policy, which sets out a national framework to enable individuals to continuously develop digital competencies throughout their lives. The policy outlines digital skills pathways spanning early education to advanced professional training. 

The draft National Artificial Intelligence Policy aims to unify Qatar’s national AI vision and coordinate efforts to ensure the ethical, responsible, and sustainable use of artificial intelligence.

The policy is structured around five key pillars, such as digital infrastructure, data and information, human capabilities, institutional capabilities, and AI governance, aligning technological advancement with national priorities and societal values.

Another draft under consultation is the Internet of Things (IoT) Adoption Policy, which seeks to accelerate the secure and large-scale deployment of IoT technologies across the economy. The policy focuses on high-impact sectors such as energy, transportation, healthcare, agriculture, retail, and manufacturing, while stressing the importance of infrastructure, national standards, cybersecurity, research, and adaptive governance.

The Digital Economy Policy, aligned with QNV 2030, the Digital Agenda 2030, and the Third National Development Strategy, outlines Qatar’s ambition to become a leading global digital economy by 2030.

It highlights innovation, digital infrastructure, digital skills, and governance as key enablers of sustainable and inclusive digital growth.

In addition, the Ministry has published the draft National Digital Inclusion Policy, which envisions a digitally inclusive society where all individuals, regardless of age, gender, income, or ability, can access and benefit from digital technologies.

This policy aims to strengthen digital trust, bridge socioeconomic gaps, and empower vulnerable groups to participate fully in the digital economy and society.

MCIT has encouraged all entities and individuals concerned to review the draft policies and submit their feedback through the Sharek platform in accordance with the consultation guidelines, reaffirming its commitment to inclusive policymaking and stakeholder engagement.
