DOHA: The Supreme Council of Health (SCH) has invited tenders from local, regional and international companies and organisations for “mobilisation and operation” of three hospitals and four health centres being built for single male workers.
All these facilities are scheduled to be completed this year and their services will be funded by the National Health Insurance Scheme (Seha), said the SCH.
The SCH recently announced plans to involve the private sector in operation of several government-funded healthcare facilities.
The hospitals and health centres are in three areas with a high presence of expatriate labourers — Doha Industrial Area, Ras Laffan and Mesaieed.
In Doha Industrial Area, a stand-alone health centre for single male workers will be completed in May and a hospital with an Integrated Health Centre (lHC) is scheduled to be completed in July, the SCH said in an announcement on its website.
Two more hospitals with IHC facilities will be completed in Ras Laffan and Mesaieed in October and December.
The stand-alone health centre has a built-up area of 8,500sqm. Each hospital/IHC will have a built-up area of at least 48,000sqm and has been designed to provide 170 beds initially, that can be expanded to 200 in future, said the statement.
One or more “private sector operator(s)” will be appointed to commission the facilities, mobilise clinical and support services and provide care for the targeted population under a long-term concession arrangement.
Experienced and qualified organisations can bid for appointment as operator of these facilities.
Contracts are expected to be awarded for up to 20 years covering mobilisation (including the fit-out of the facilities and recruitment of staff), managing the transition of patients from government-funded providers and meeting the operational requirements for a minimum of 10 years.
Local, regional or international providers of primary and secondary healthcare, ancillary services and facilities management “which are capable of configuring and managing high quality care tailored for the needs of single male labourers” can take part in the bid.
They can join as a strategic partner for the facilities’ operation in all three areas, a prime contractor for facilities in one or two areas; and/or as a specialist provider of primary or secondary care, ancillary or facilities management services.
